English Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a recent survey of local authorities, UK councils are planning to sell social clubs, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils for major urban areas in England reported that 60% of councils are planning to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously come under fire for selling public land and land to shore up their finances, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition noted that a significant number of councils seeking to raise money from a quick sale of assets represented “a clear change from 2024, when the largest share (60%) of local leaders stated they would focus on restructuring services and utilising financial reserves to manage growing fiscal pressures.”

Detailed Cases of Planned Disposals

Medway Council in southeast England announced its asset disposal plan included the sale of a retail complex in Rainham and a community venue in Rochester to raise £20m over five years.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the plan.

Council Tax Increases and Broader Fiscal Strains

The survey of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will need to increase council taxes next spring to cover the growing cost of essential services, higher levels of homelessness, and a persistent housing shortage.

The authority explained it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting innovative approaches but some of these require time to deliver both improved services and cost efficiency,” said Vince Maple.

He added: “There are population challenges which will continue to add to the strains we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

National Patterns and Projections

A survey of regional authorities this week further found council budgets being strained by the increasing figures of young people and older individuals needing Send support.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Government officials have put off planned reforms to the Send system until the coming year after a policy document outlining those reforms was recently delayed.

Disadvantage and Financial Shortfalls

Based on the most recent deprivation measures (IMD) for English councils, several participating urban areas were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the 2025 IMD measures,” said the study.

“Although only one key city is among the ten most deprived for deprived neighbourhoods countrywide, cities are far more likely to be in the most deprived fifth of the nation. The figures highlights the scale of challenges facing municipal officials across key cities in the next twelve months,” the report added.

“Council officials have been clear about the need for a equitable and lasting financial structure that reflects and addresses the actual extent of deprivation and need,” stated a council leader.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to cut, to the disadvantage of their communities.”

One in five of councils have cut or compromised care services in the last year, the study found.
